CS FOR HOUSE JOINT RESOLUTION NO. 44(RLS) am Proposing                         
amendments to the Constitution of the State of Alaska relating to              
redistricting and reapportionment of the legislature; repealing obsolete       
language setting out the apportionment schedule used to elect                  
members of the first state legislature, was read the second time.              
                                                                               
Senator Taylor, Chair, moved and asked unanimous consent for the               
adoption of the Judiciary Senate Committee Substitute offered on               
page 3789. Senator Duncan objected.                                            
                                                                               
The question being: Shall the Judiciary Senate Committee Substitute

placed on final passage. Senator Mackie objected.

allowed to abstain from voting because of a conflict of interest.              
Objections were heard and Senator Taylor was required to vote.
